Would this bag cut it in a winter camp at the Mournes ?

another sleeping bag i found, or is it to heavy and over the top for winter camping NI.......

Apart from the fact that a bag rated to -30 is overkill, you may wish to bear in mind you'll want to get use out of it in spring and autumn as well, maybe even summer.  Unless you are paying top dollar then something THAT warm is likely to be fairly heavy.

Whilst there is no need to get too preoccupied with weight especially when you are just starting to get your gear together, I wouldn't advise you to invest big money in kit that it is possible you may be looking at changing at some point.
