I got one of these in Tesco yesterday for £11.99.

It's actually surprisingly good. Comes with a 1.5L bladder (but easily takes my Source Widepak). It's total capacity is 6L so there's enough room for a few other bits and bobs. I had a check and I can get a windshirt, waterproof, map, compass and snack in too. If you take the bladder out and just carry a 1L Sigg then there's more room.
However, if the weather was dodgy and you wanted waterproof troos and a fleece there wouldn't be the room.
So I reckon I need one at about 10-12L for wet trips or ones where I have to carry stuff for the kids.

The other way to look at it is that if the weather is bad you're going to be wearing all your waterproof kit, so you can get away with a smaller pack.
It's just when it's 'changeable' then you have to wear your waterproofs for 10 mins before the sun comes out for the next three hours, then you are stuck unless you can strap the waterproofs onto the outside somewhere.
